All the actors in a Foresight exercise, clients, project team and participants, are engaged in learning in several respects:
- Learning about the topics
- Learning about different perspectives
- Learning about participatory processes
The methods that are applied including the communication strategy are aimed at maximising the learning effect as this is considered one of the main benefits of Foresight. However, without careful monitoring there is a danger that the learning effect will only prove short-term. Preserving the benefits from learning is therefore one of the major challenges for Foresight process management.
